I don't think it's necessarily so. Why not make it mandatory for every school that recruits a player by offering him/her NIL money to match that same payment for one year to the athlete's former school? Wouldn't that theoretically, at least financially, equally compensate the benefitting raiding school with the amount damaged by the school being raided?
It should work since no school would ever be willing to risk its tax-free status and competitive eligibility just to hide player payments.
Where do you think SMU and the other lower level P5s are going when the top 40ish programs break away? I guess technically it will be better since there will be other P5 castoffs, but in terms of hierarchy, SMU will be back at the kids table with other G5s.
