yeah, targeting penalties are frustrating in general, any time you put a play under review and get to watch it in slow motion helmets colliding always look worse. there needs to be some kind of only call what you see, rule. but again, this leads me back to the overuse of replay in college football

Don't strike with the crown of the helmet.  Do what we taught years ago and keep your head up.  It is dangerous for everyone when a player drops his head.

I have played, coached, and been an official and I don't have any problem with making the game safer for everyone.  See what you hit, don't take cheap shots, and let's all play again next week.
