A very good breakdown.  However they are wrong about Army.  Army did not choose to not apply for a 2 FCS win waiver, they are not eligible to do so.

In order for a win against an FCS team to count for bowl eligibility that FCS team has to have given out 90% of it's scholarships over a two year rolling average.  Lafayette did not do so and therefore there is no way for Army to count that win.

As of right now, for bowl eligibility purposes, Army has 5 wins.  If they beat Navy they will have six wins they can count, five against FBS teams and one against FCS Morgan State.  

If they do not beat Army they are in the same boat as us.  A five win team seeking an APR bowl exemption.  They would be APR team #1 and we would be #2.

Yes if they lose to Navy they will be the first APR team.  If they beat Navy they are a team with five FBS wins and an FCS win.  This is important because how you get eligible determines in what order teams can get invited.  I explained it here.

In effect, we can;t get invited until the teams with precedent above us have an invitation.  We won't get an official bowl invite until the games next week are over.

That was the rumor but Vito reached out to the Army SIDs and they confirmed they will take an APR exemption.  So they are going bowling.

"That opens the door for 5-7 finishers. Those teams are selected by multi-year APR rankings. North Texas and Mississippi State have the two highest scores in that group and are guaranteed an opportunity to play in a bowl. The Bulldogs have the same APR (971) as Texas, however they have priority based on the most recent single-year APR."

No matter our most impressively improved W/L record from last year our APR standing to get a bowl game is one helluva' positive selling point.  

North Texas coaches I hope will get the upper echelon players of recruiting lists of every West Division CUSA school & a couple of Texas AAC regional schools & then go after their top players with reckless abandon.  Hey dammit! It was only January 1, 2014, before the largest gathering ever of North Texas fans that we won a New Years Day freaking' bowl game in the Cotton Bowl stadium.  No other CUSA school will ever exceed the 36,000 fans we took to Fair Park---NONE! Yet I bet we will in a future game there.

At some point we need to quit looking down at our shoes among  HS programs in DFW & Texas & recruit the way winners recruit telling our future recruits we are shooting to be not just CUSA football champions but to also be an annual Top 25 fixture & how they would be vital to be part of such a campaign;  that is, a campaign that our school has by its actions avoided embracing for most of we older nestor's  lives. 

Our location + our academics + Apogee & the Mean Green Village + what Smatresk says in his quote below?   Why the hell not Top 25?

Army has the highest APR, we have second, MissSt has third.  Army is not bowl qualified outside of an APR exemption unless they beat Navy.

A lot of media are getting this wrong.

A lot of media are getting this wrong.  

They address Army earlier in the article stating Army would be placed after the others because two of their wins are against FCS teams. Again, don't know the validity of the statement, just providing what the USA Today believes to be the case.

Just for my own education, Article 18.7.2.1.4 reads:

"18.7.2.1.4 Exception—Insufficient Number of Eligible Institutions. [FBS] For a period of four
years beginning August 2, 2012, if an insufficient number of institutions meet the definition of a “deserving
team” pursuant to Bylaw 18.7.2.1 to participate in postseason bowl games in a particular year, an institution
that meets a condition set forth below shall be eligible to be selected to participate in such a bowl game. A
particular bowl game may benefit from this provision only one time within the four-year period. All institutions
that meet the first condition must be selected before an institution that meets the second condition
may be selected, and so forth, in descending order: (Adopted: 8/2/12, Revised: 5/2/13)
(a) An institution that would have met the exception in Bylaw 18.7.2.1.1 but for the fact that one victory
was against a Football Championship Subdivision opponent that had not averaged 90 percent
of the permissible maximum number of grants-in-aid per year in football during a rolling two-year
period and the institution’s waiver request, per Bylaw 18.7.2.1.1.1, was denied.
(b) An institution that has won a number of games against Football Bowl Subdivision opponents and
two Football Championship Subdivision opponents that together is equal to or greater than the
number of its overall losses.
(c) An institution that participated in 13 regular-season contests and finished the season with a record
of six wins and seven losses.
(d) An institution that is in its final year of reclassification from the Football Championship Subdivision
to the Football Bowl Subdivision and meets the definition of a “deserving team” pursuant to Bylaw
18.7.2.1 or the exception in Bylaw 18.7.2.1.1.
(e) An institution that finished its season with a minimum of five wins and a maximum of seven losses
but achieved a top-five Academic Progress Rate in the Football Bowl Subdivision for the most recent
reporting year."

Does section (e) mean that they do not have to take the APR in order and can select any that are in the top-five?
