Duplicate Jersey Numbers

I realize they are on different sides of the ball, but is it this "normal" to have so many numbers duplicated (this continues through the 20's)? Combine this with the fact that the powers-that-be (Seth?) has decided that there do not need to be names on the backs, I can understand how casual fans could be confused.

It’s normal, but sometimes gets teams in trouble on special teams.

I know we have had a penalty before (recently) in a game using duplicate numbers on the field at the same time.  I seem to recall it involved a special teams player when it happened.
