No. The targeting rule is the same as it was last year. If it wasn't called then, it won't be call this year. The only diffence is the penalty part, which now includes the ejection. Hilbert would have had to hit him in the neck or head or launch himself leading with the crown of the helmet to get the call. He hit him in the upper chest with the shoulder.Perfectly legit.
