Summer Workouts

The S&C coaches are the only coaches that are allowed to "coach" during the summer.  There is also organized/scheduled/mandatory training sessions.  You will also find that there are "organized" ( by the QBs) 7 vs 7 games almost daily.  

College football is a year round job now days.

75 to 80% plus.  Transfers: If they are enrolled in school yes.  Incoming freshman have their own program to report to before two a days start. They are not integrated into the rest of the team until fall work outs.    They spend that time learning the training "system". Lots of kids show up not knowing how to train properly.

We have seen some of the recent signees say they will be moving in on July 1. 

Im assuming they will be enrolling in Summer classes, which could then allow them to partake in these off-season program?

Yes. But, I am only speaking from past experience and how they are handled at other schools, most newbies/transfers train in a group separate from the exiting team.
