Why is this process taking so long?

Get sued by who?  

Being a disgruntled fan will not get it done, need to prove harm in some way.

It has to do with diversity, equity, and access. You're going to have to show that you have given everyone qualified a fair shake at the position and not just made a "good ole boy" hire. The fear of getting sued would be from someone who says they are qualified for the job, but you just hired your buddy and they never had a shot at the job.

That said, you can do that quickly and I think they can make an exception to the 10 day rule for certain positions on campus. HFC is probably one of those if they want it to be, especially given the urgency related to player retention and recruitment.

Absolutely, why not?

Littrell's results got him fired, not some conjured up conspiracy. 

Whether the NT administrative knows who they want or not, they have decided Littrell is not the answer.  If NT wants to be better than a 50% club, making a coaching change is an easy decision.  

Add, we fans in general have no idea where NT is in the hiring process.

Baloney, this is a rule that is not enforced; primarily because there is no way to enforce it.   It is as you outlined, but the original intent was to promote fairness in hiring for governmental jobs.  It is just an irritant for people trying to fill million dollar positions and a major reason why recruiting firms are used.

If a university in Texas posts a job for 10 business days and secretly hires somebody during that period, any applicant no matter how hopeless would have standing to sue. You and I should both apply, then use our lawsuit money to be UNT's new Mattress Macs.
