East and West bracket question

Why are all the play-in games in the East and West with 2 each ?  And by the way, is anyone surprised UCLA is in a play-in game ?

Usually the First Four games are spread between all the regional brackets, but because of Covid and the fact that all of the games are being played on one day versus two -- they're putting them all in two regions.

 

A few weeks ago UCLA looked like it was due for a seed in the 5-6 range, but they really struggled down the stretch.  They're actually lucky they snuck in.
