You would think that if athletes at these schools didn't want to enroll in another college that the NCAA would grant them an extra year of eligibility in light of these extreme circumstances. It would be a little harsh not to.

Let the kids enroll in other schools without playing sports, but allow them to practice with the squads at the schools they are enrolled, like an extended offseason and don't count it as an athletic year of eligibility. Let them get an education, but don't hurt their athletics either.
