This UTSA South Bama game is a barn burner

UTSA took the lead on a 51 yard field goal. USA gets the ball and runs a play where the runner goes out of the bounds with two seconds clearly still on the clock. The clock just continued to run and the game ended. I'm confused. When Texas played Nebraska in 2010 for the Big XII title they went back and reviewed, putting 1 second back on the clock because the ball crossed the sideline on that pass with a second left. Does this rule only apply to Big XII games? Only to UT? Is there a difference if the ball is carried out of bounds by a player vs. on a pass?

Am I wrong or does each conference have there own rules when it comes to what plays they can challenge? I know it used to be set up like this.
