If you ain't cheatin' you ain't tryin'. Only a fool would be so naïve as to to think NIL has legalized cheating. Every program that's actually trying to win has been skirting (or outright ignoring) rules for decades.- 1

When it's a bona fide scholarship offer, that's what UNT does. Actually, I'm pretty sure they put the entire post together. When it's for a walk-on, the kids usually put their own graphics together.
