This is why the deregulation of Texas tuition is a good thing.

There was a shift in attitudes about where money goes. Budgets must reflect what that money will do for students, like helping them graduate on time. "You can't just say you want to maintain competitiveness," he told me.

These are terrific improvements. The state never has had a strategic plan for higher education. And like those perpetual funding shortfalls, it never was going to have one and stick to it.

I agree with you to a certain extent. Tuition is increasing a lot and funding for state universites are getting less and less. Personally I think its rediculous for these constant state fundings for public universities. While deregulation can serve a purpose, to me its also a bad thing.
