I would fully support this idea. I actually been reading about this idea for several years. Promotion and relegation should occur on a 4 year basis. This allow teams time to transition. Of course this will never happen bc of money/tv deals. Its an awesome idea though - Regional interest, fight every game, better travel for student athletes, opportunity to move up and play for a national championship. We can always dream.
