Is C-USA = or better than Sunbelt?

As of now USF is an independent team. Last I heard was they will not officially be in C-USA football until next season. I think C-USA is a better conference than the SBC because the SBC teams have not had time to build and develop a 1-A quality football team. But who knows, we will find out December 17th in New Orleans and hopefully UNT will represent the SBC well. -
