I'm thinking this is only the case when it comes to traditional outlets. Argentina had about 45k for their match, US had about 20k

Brazilian re-sellers.

ETA: Students, senior citizens, members of the armed forces, etc could buy certain tickets for 1/6th the normal face value. Re-sellers bought the tickets from these groups, paying about 1/2 face value. Then they turned around and sold them for over face value.
