I like the idea of having players educated on how fundraising works and how it benefits the program but requiring players to pay is really strange.  I wonder if that is even legal?

If the players all become boosters, can they take each other out to dinner/buy drinks/whatever, or does it become an illegal benefit?

At the least it is stupid. Asking the players, who are not compensated with any kind of money beyond their education, to pay into the funding organization that pays for their education as well as coaches salaries (and other expenses), feels wrong. The players should be educated on how the team is funded and how they can assist with that process as well as contribute in the future, and that is good. Making them pay doesn't seem right.
