Please remind me what sport dominates collegiate athletics and props up most athletic department budgets, including title ix sports?

Yeah, but there are 200 odd D1 basketball schools that aren't FBS  schools.

Maybe a better metric would be percentage of budget allocated to basketball? I doubt there's and easy source for that so it has some problems for the discussion too.

FBS Football. 

So how does one school having football and one not having football affect the prestige of the basketball program? The school without football won the regular season of the Men's basketball program, the other came in third this season in the same conference.

FBS Football. 

A lot of bball coaches would prefer to coach at a school without football.  With only a few exceptions, basketball will always be forced to take a back seat whenever there's football.

Which programs from smaller conferences have risen to become basketball powers in recent years?  Gonzaga, VCU, Wichita State, etc. . . . All schools without football.  Butler plays football, but has always kept it in an inferior conference to where they play hoops.  I have personally known a coach who had options, but chose a lower-paying school because it didn't have football.  Having a football team significantly more prominent than its basketball team attracts no basketball coach.

A site that shut down a few years back (MidMajority?) actually divided teams by what they called the "red line", specifically a certain level of basketball funding average for a conference. For schools that were above the red line when not lumped in with their conference (like Memphis in CUSA days or Gonzaga), they were considered separate from their below-the-red-line conference mates. 

Every year, they would reevaluate where that financial line belonged, give you a pretty solid metric to weigh conference strength relative to spending, and then call out potential or in-progress "red line upsets" on a nightly basis. 

But... They shut down.

I think Harper would be perfect for a quick turnaround, and then possibly moving on, so we can get a younger up-and-coming coach once our program is back to respectability. Look what he did to Jacksonsville State this season. They were 8-23 last season in the Ohio Valley conference. Now in their first ever NCAA tourney. I almost wonder if we won't be outbid for him, now that his NCAA issues at WKU have faded a bit..
