yes he calls the plays.

He is the assistant head coach for offense. He calls the plays and the co-OCs assist him. It is probably like Wickline being OC at Texas or Cumbie being OC at TCU, they don't call plays, just get a higher salary than straight position coach.

Littrell has 100% autonomy of the offense,as he did at Arizona and Indiana.
