When conference realignment was in full-fledged zaniness a couple of years back, UL — its facilities aging, its athletic budget not nearly as high as many NCAA Division I football programs — didn't feel especially ready to make a jump out of the Sun Belt Conference. Conference USA — which wound up adding former Sun Belt members North Texas, Middle Tennessee, Florida Atlantic and Florida International, and as of Tuesday will add ex-SBC member Western Kentucky to its roster as well — didn't give the Ragin' Cajuns much of a sniff. But now UL's budget has climbed to the $18-plus million range, and the school is in the early stages of a $115 million athletic facilities masterplan intended to produce major renovation to its football, baseball and track-and-field/soccer facilities, among others. And the nationwide movement that was once frantic has come to almost a screeching halt, something at least one Ragin' Cajuns leader doesn't necessarily see as a bad thing. Because the first-year bowl will indeed be played in a foreign country, a handful of schools in both Conference USA and the Mid-American Conference already are working on securing passports for their players, coaches and support staff. It's a significant undertaking, but it's one Gale said is necessary given the hassle involved in getting more than 100 passports at the last minute.   3. The Big Ten's presidents and chancellors on Tuesday issued a statement on the O'Bannon v. NCAA case being heard over the past three weeks in Oakland, pledging a commitment to guaranteed four-year scholarships that are binding even if an athlete leaves school early to begin a professional career. The statement also included a reiteration of the conference's support for cost-of-attendance scholarships and "improved, consistent medical insurance for student-athletes." "The best solutions rest not with the courts, but with us - presidents of the very universities that promote and respect the values of intercollegiate competition," the statement read. "Writing on behalf of all presidents of the Big Ten Conference, we must address the conflicts that have led us to a moment where the conversation about college sports is about compensation rather than academics."   4. BOWLING GREEN, Ky. – Western Kentucky University football coach Jeff Brohm is happily wearing a black Conference-USA shirt. The logo for the new home of WKU athletics is already on the Houchens Industries–L. T. Smith Stadium field and will be placed on the basketball court floor at Diddle Arena soon. There will be a party in the (Conference) USA on July 1 — the day the Hilltoppers officially join the league. The university is hosting a celebration with its coaches and the public at 643 Sports Bar. All the paperwork has been signed. C-USA is a go. Speculation about WKU making a move from the Sun Belt Conference to C-USA existed for years prior to the official press conference in April 2013. WKU is taking over the spot vacated by Tulsa, which is joining the Big East. Though WKU’s move might have seemed inevitable to some as the conference realignment changed the face of the college athletics, don’t tell that to WKU athletic director Todd Stewart. Speaking recently to The Courier-Journal, Stewart said he didn’t assume anything. “There were some nervous moments,” Stewart said. “There was so much movement. Then it started to settle down. It was like a game of musical chairs.   5. When Arizona scheduled three games with UTSA a few years ago, the Wildcats probably didn’t sign up for this big of a challenge. Seriously. This season will be just the fourth in UTSA football history, but the Roadrunners have already positioned themselves as a power in Conference USA. Larry Coker’s team has won 15 games over the past two seasons and has scheduled tough non-conference games against the UA and Oklahoma State. Yet, here are the Roadrunners — very possibly Arizona’s toughest early season test — in year four with 10 returning starters on defense and nine on offense. The Roadrunners traveled to Tucson last season and lost 38-13. This year, Coker and UTSA get the Wildcats in San Antonio and it could be a different story. The slogan, along with several players, are featured in a picture that will be on the team's poster given to fans this year.   7. For injury upon injury upon injury, you, Sean Kugler, get a pass. But it's a one-year get-out-jail-free card, not a lifetime membership: UTEP would still like to win – at some point, sooner rather than later – so let's get moving. Kugler's earned a first-year grade of Incomplete for 2013, a year that saw the Miners finish last in Conference USA's West Division, thanks to the slew of injuries that defined the Miners' season more than the two wins, the double-digit losses, the paltry work on defense and the record-setting output on the ground. From quarterback through the secondary and at all points in between, the Miners played patchwork with a two-deep already stretched to the limits of competitiveness. It's hard to play poker when you start with less than a full deck and lose cards along the way, as Kugler learned last fall. This is a lesson that extended through February, when the Miners reloaded a diminished talent pool with a number of prospects on the offensive and defensive line, two areas of enormous concern. The lesson: It pays to be prepared. And if you have an idea of how to avoid injuries, all the better. UTEP is clearly a different team with Jameill Showers at quarterback, for example, and can't afford to lose one of its two potential all-conference running backs. A defense still learning the tricks of the trade in coordinator Scott Stoker's defense needs to trot out its best 11 to remain competitive. A year later, the same rule applies: UTEP will be an afterthought if the Miners can't remain healthy.   9. According to the Associated Press, the major conferences could address issues such as providing money to students above the traditional scholarships and expanded insurance. The “next five” FBS leagues waiting to see what happens in the power conferences are the American Athletic Conference, C-USA, Mid-American, Mountain West and Sun Belt. After adding football and moving into C-USA, UTSA's athletics budget has increased by more than 100 percent during the past five years, according to the university. UTSA has covered the costs, largely with the use of a student athletics fee, bringing in a projected $24.3 million this year, compared to $23.4 million in expenses, according to university records.   11. I think the concept of putting money aside that would be collected by the student athlete after they graduate and can be used for graduate school education etc is a pretty good one... Also it appears that the whistleblower Mary Wilingham at North Carolina is going to testify in front of Congress in regards to the NCarolina scandal and I expect her testimony to be pretty telling. It's an interesting controversy, on the one hand you have the greed of the power schools and their desire to separate legislatively. On the other hand, the LAST thing they want to do is move away from the student athlete model which this North Carolina mess indicates will happen when the need to win overrides academic integrity...   13. Thirteen full-time Conference USA members fielded teams that received the NCAA Public Recognition Award, based on the NCAA Division I 2012-13 Academic Progress Rate (APR) scores released today. Affiliate members Colorado College for women's soccer and Tennessee for women's rowing were also recognized. Rice led the pack with five teams ranked among the top 10 percentile of all teams for all sports nationally. The Owls men's golf and women's tennis teams were honored and also won conference championships this season. Both were repeat winners, along with the Rice women's basketball, women's cross country and women's soccer teams. "The academic success of our student-athletes is a major priority and we are proud of the academic performance of these teams," C-USA Commissioner Britton Banowsky said. "Our expectation is the academic progress rates will continue to rise." The APR provides a real-time look at a team's academic success each semester or quarter by tracking the academic progress of each student-athlete. The APR includes eligibility, retention, and graduation in the calculation and provides a clear picture of the academic culture in each sport. On the heels of Rice’s first outright conference title in football in 56 years, the Owls have rewarded head coach David Bailiff with a new five-year contract, Rice Director of Athletics Joe Karlgaard announced on Friday. "David Bailiff is exactly the right leader for our football program,” Karlgaard said. “He's a great coach, a genuine mentor to our kids, and a terrific participant in the community. I'm thrilled to work with a man of his caliber, and I look forward to his continued leadership of the Rice Owls." “I appreciate the commitment that Rice has made to our program and to our vision for its continued growth,” Bailiff said. “We are building something special, thanks to the great work of our staff and the dedication and determination of our players to continue the momentum we have generated.   17. Southern Miss will join Conference USA’s West Division next season, the league revealed when it released the conference matchups for the 2014 season on Monday. C-USA’s divisional setup began in 2005, and 2014 will mark the first time Southern Miss has competed in the West. Joining the Golden Eagles in the West are North Texas, UTEP, Rice, Louisiana Tech and UTSA.   20. It's time to quit pretending. Marshall is never going to play in an FBS national championship game like Florida State and Auburn will Monday night. Never ever. At least, not in the current format. Marshall never will reach the four-team playoff that begins after the 2014 regular season. Even if the Herd goes 12-0, it still won't happen. In the East, Marshall's 59-28 win against East Carolina the most impressive Conference USA win of the season gave the Thundering Herd the East Division. In the West, Rice won the division outright by defeating Tulane 17-13 on Nov. 30. Rice will host the conference title game by virtue of being ranked higher in the final BCS standings. Postseason implications: Both teams seem locked into Conference USA's top two bowl tie-ins. The league's champion goes to the Liberty Bowl, where it would face a team from the SEC. Conference USA's second pick goes to the Hawaii Bowl. One reason why Rice could lose to Marshall and fall to the third slot with East Carolina taking the Hawaii Bowl is that the third pick heads to the Heart of Dallas Bowl, played in the school's general backyard. C-USA officials didn't willfully cheat Marshall out of hosting the league championship football game at noon Saturday in Edwards Stadium. Along the same lines, C-USA officials didn't knowingly tweak the numbers of the convoluted BCS rankings formula, just so Rice could host the title game in Houston. The conference didn't have an agenda. The league office wasn't anti-Marshall and pro-Rice. The league officials didn't cheat. Let's be clear on that. Was it controversial? Yes. Was it a conspiracy?   24. The UTEP football team has traded what would have been a rare seventh home game against Colorado State for a Sept. 27, 2014 trip to Kansas State, athletic director Bob Stull said Wednesday. The Miners' non-conference schedule now includes home games with Texas Tech and New Mexico State with road games against New Mexico and Kansas State. The game against the Wildcats is a one-time game, as KSU is paying UTEP and won't owe the Miners a return trip to El Paso. Instead, that is the estimated temperature for kickoff of the Conference USA football championship at noon Saturday at Rice Stadium in Houston. “That’s Huntington weather exactly, 41 and rain,” Marshall offensive tackle Garrett Scott said. If that forecast holds true, it will represent nearly a 65-degree turnaround from the last time the teams met at Rice Stadium on Sept. 22, 2012.
